Fix non-standard JPEG files.

Details

Some digital cameras and certain software output JPEGs which are non-standard. As a consequence many of these JPEGs will not load into RISC OS applications. CleanJPEG fixes these JPEGs by rewriting them in an optimised form compatible with the RISC OS JPEG handler. Also, CleanJPEG's optimisation can typically reduce the file size by 5%.
